The Time Portal Windows Mobile app can connect to several types of scales, including the TBWS Washdown Bench Scale. In order to connect to a TBWS scale, it is necessary to configure serial port properties and also the "Mode".
At the time of this writing, the TBWS Technical Manual can be downloaded here:

In Time Portal
After connecting the scale to a serial port on the mobile device, open the Settings Page in Time Portal Mobile and select TBWS as the scale model.
Tap "Set up" under the Serial Port and enter COM settings:
-
Baud Rate: 9600
-
Bits: 8
-
Parity: N
-
Stop Bits: 1
-
Select Com # (Number is different per computer, This is the weight scale connected through USB and you must select the Com item listed.)
-
If Com # is not listed, Connect scale to multi-USB port and make sure Multi-USB is connected to the computer
-
If Com # is still not showing after connected to tablet and scale, the multi-USB port may be defective and should be replaced
-
On the Scale
Use the keypad on the scale to adjust the COM Port Settings to match the values that you specified within Time Portal Mobile (9600, 8n1). Also, please set the mode to "Ask" which will cause the scale to emit its current weight whenever an employee scans their badge (which causes Time Portal to send a read request.)
